Public buying mixes two different kinds of work: acquisition functions that require government authority, and ordinary commercial support work such as market research, supplier discovery, price intelligence and requirement comparison. This area studies whether agency teams, government shared services and qualified commercial purchasing specialists should be compared head to head on the support work under the same legal rules, and where AI lowers the cost of learning without crossing into governmental decisions.
