Use this when a statement of what a unit needs is about to reach someone who decides. The brief sends the claim forward with its strength, its distance, and its author. Worked in “Grade the Evidence for a Unit’s Need Before Anyone Buys Anything.”

The brief does not replace a legal document. Attach it to the document that now states the need. If field 5 says a contractor wrote the claim, apply FAR 7.503, which bars contractors from deciding what the government buys. If field 7 is blank, nobody has defined acceptance.
