Consent language without enforcement is a claim about intent
If withholding consent does not change what a system does with a record, the consent mechanism only keeps a record of the choice. It does not enforce it.
The test
Claim: recommendation
Withhold consent on a test record and then attempt every downstream use the consent governs: analytics inclusion, marketing export, model training, vendor transfer, and internal secondary use. Anything that still succeeds is unenforced.
Most organisations find enforcement at the first hop and nowhere after it.
