Every organization I’ve coached through this sits on one of five rungs. The rung matters: the wrong intervention at the wrong rung wastes a year, and confusing rung two with rung four is the diagnostic error I see most often from boards and CEOs.

What Each Rung Tells You
Visible activity on rung one shows only that Generate got cheaper. On rung two, the gap between how fast engineers feel and how much ships is the one the METR and DORA evidence in “AI Makes Drafts Cheap, So Finishing Is the Constraint” describes. Productivity is where most organizations start, and the ones that stop there accumulate Integration Debt.
Capability needs ownership and measurement, which you decide rather than purchase. It doesn’t require new tooling.
Move One Rung at a Time
An organization that jumps from Theater to Maturity in one initiative usually discovers, expensively, that it skipped the owner for a stage it never named.
