Put the last demonstrated RTO beside the target
A recovery objective is a statement of intent written during planning. The useful number is the one produced by the last real restore, with the date attached.
The distinction
Claim: recommendation
Publish both numbers side by side on every critical system: the target, and the demonstrated result with its date. Where there is no demonstrated result, the entry is unknown, which under this program's doctrine is red.
Most organisations discover that the gap between the two numbers is large, and that the demonstrated column is mostly empty.
