Do not publish a resilience formula yet
People often ask for one weighted score. Publishing it before the measures are validated would give an untested formula the look of certainty. This note recommends publishing the measures and the unanswered questions until results show which measures tell us something on their own.

Gather results for each possible measure and test which ones tell us something on their own before setting weights. Until then, publish the measures and the unanswered questions.
If a score is eventually published, unknown values must not be scoreable as neutral, or the index will reward organisations that measure least.
